Right now we don't have many ways to customize the way our weapons work other than enchants, reforges, gemstones, and wither scrolls. In an effort to add a bit more customization I propose adding a new NPC to the Dwarven Mines that allows players to refine gear to gain a gain a specific perk with a downside.
