Help ! Server is become very lag without players

My server is still in configtion. I'm not public it yet.
It's work very well and there's no lag until this moning. No plugin or config changed.
This is my timings:

I see citizens is causing low tps. I tried to unload it but no use...
Please help!

I would suggest going on spigotmc.org and asking developers there to help you

I would see if your memory is all used up if there is space... then do what Infinityy said and just post a help thread on spigot.

I got 16GB of RAM. The numbers is just the initialized RAM. i set it max to 16GB.

G3220 . I think it can do it with no player. This is just the developing server.

Yeah, I am not the best with computers. I would post on Spigot and/or MC-Market as they got some smart cookies there
