Avoid permanently banning users who haven't broken any policies (VPN usage)

Hypixel does allow VPNs, but using one can result in being permanently banned and denied appeals. This seems to be because Hypixel incorrectly thinks your account is compromised when you're logging in from an unexpected IP.

I understand that Hypixel wants to avoid having cheaters on the server, but I don't believe it's acceptable to ban users without any proof of them breaking any policies. Using a VPN is not an extreme rarity in 2021.
