MythicMobs is a plugin that's used to create fully customized mobs with their own health, skills, names etc. and Artifacts is a add on for it that allows the usage of skills and mechanic in items. As you can see this plugin(or addon) is not on spigot and is in MythicMobs' own site.
Artifacts is a great addon for MythicMobs but hell no is it worth 15$(normally 20 but it's on sale)
