(1) » Fixed a bug when you allow players to place PlotMines above the ground level, players never received a message letting them know why they couldn't place specifically above ground level. (Assisted by @xNekio)
(2) » Fixed an issue where even when players are allowed to place above the configured Ground-Level, it was still checked and prevented placement of PlotMines.
