Thread viewable to everyone without see other threads permission

Hello everyone,
I have set that in a forum you can not see posts from other users, but there should be a post which everyone can see, despite the permission, because you do not have it. This is supposed to be a kind of tutorial. How can I set this, I have seen this before on another site.
