Minion expanders are slowing my minions or is this a visual bug?

When I first load my island in my minions have the "this location isn't perfect" text above their heads but when I open their menu it goes away. However it still says SLOW in tab. Thing is aren't expanders supposed to provide the production boost regardless of the extra space being provided or not? The fandom says so, anyone know anything about this or should I just go back to diamond spreading? Ironman btw.
