Is there a plugin that records certain player activity and allows NON-admins to view the activity on their claims?

The title is generic, but I'm looking specifically for a plugin that records information like usernames of players that enter specific areas, whether they placed or mined blocks there, etc.

I know some plugins only allow ADMINS to do this, but is there a plugin that allows players to do it if they place a block in a certain area and receive alerts of player activity? This would be helpful for my server so that they can do their investigative work for their land instead of me manually having to give players debug sticks or risk giving players access to high-level privileges in plugins.
