Epic Siege, Zombie Awareness and The Hordes or their alternatives in the format of plugins or server side mods for online game

I'm tired of vanilla servers about construction, pvp and redstone, I want to create my own server with unique mechanics, based on the defense of fortresses and complex PVE battles with monsters. I liked the Epic Siege, Zombie Awareness and The Hordes mods. But I saw difficulties in installing them on the server. 1) These are old mods that are on version 1.12.2 and will not be updated to the latest version soon. 2) These are mods for Forge, I had negative experience with its performance in single player. 3) I need Spigot/Paper plugins, but how do I install them on the Forge core (or Fabric core)?

Is it possible to implement all the features of these mods on the server side mods or in Spigot/Paper plugins? Does this code already exist on the Internet?
