Does "Boss Luck" upgrade from undead essence shop increase mstar/handle chance?

So I've read the wiki and it's kinda confusing, does the "boss luck" obtained from Treasure Artifact/Boss Luck crimson essence perk affect RARE DROPS CHANCE, or just stuff like chance of armor coming starred or with g6/p6
