rules are simple
if a staff replies then we divide by 2 (rounded down) and count as usual (essentially its (floor x÷2+1))
ex
... 9 - 10 - (staff) - 6 - 7 ... 20 - 21 - (staff) - 11 - 12 ...
and if two or more consecutive replies are staff then we divide by 2 per consecutive staff reply (i.e. if 2 consecutive replies are staff then we divide by 4)
... 50 - 51 - (staff) - (staff) - 13 - 14 ... 99 - 100 - (staff) - (staff) - 26 - 27 ...
