What your suggestion is: Stop allowing users to link plugin downloads to these websites filled with tons of pop ups, force Registered users to only allow direct uploading with staff approval and Supporter/Ultimate to link to off sites. This is definitely one of the issues I see that bringing down the site.
Pros: Fast and cleaner downloads.
Cons: None
Argument For it: Users downloading plugins.
Counterargument: Someone won't be getting their ad revenue of cracked plugin downloads.
