A new staff rating website...

I've had the idea to create a website where you can give your feedback on who you've worked with and give them a rating from 1-10. The website will calculate a star rating from the average. Has this been done before, and is anyone willing to work with me? (I will be using the Flask framework in Python, and I do need frontend developers as much as I need backend developers).
